MoJ Portal Release 1 Change Contents

The following lists the changes that have been bundled together to form Release 1

Change Reference RTA 003 Wording On The CNF

There are a number of changes to wordings on the CNF:

An additional option of “Not known” has been added to Section G, question 6.6 “Was the incident reported to the police? The Claimant representative must select one only of “Yes”, “No” and “Not known”.

The options for Liability admission in Insurer Response Section A have been clarified. The box “The defendant makes the above admission but the claim will exit the process due to contributory negligence other than failure to wear a seatbelt” can only be ticked if the “The above are admitted” box has been ticked.

Defendant Date of Birth has been added to the Insurer response Section C. Input is optional. It should be validated as a valid date, with a value of not later than the Accident date. The Defendant only CNF, created as a PDF file, needs to be brought into line with the CNF. The correction to the validation of Conditional Fee Arrangement date will be applied as part of this CR.

Change Reference RTA 014 Exit Process

Claimant representative and insurer should both have the ability to take a claim out of the process at any time (e.g. if the value is found to be below £1.000 or above £10,000)

A Reason Code will be available for input dependant on the user, this will be selected from the following list –

  • Incomplete information provided on CNF (Compensator only, only available before Liability Decision)
  • Value of claim below £1,000 (Both)
  • Value of claim above £10,000 (Both)
  • Claim is too complex for process (CR only)
  • Withdrawal of claim (CR only)
  • Duplicated claim (Both)
  • Withdrawal of offer (Both)
  • Interim payment for child claimant (CR only)
  • Other (Both)

Comment box will be mandatory for Other reason code, optional for all others. The Reason Code and the user exiting the claim, the date and the Stage at exit will be retained for MI reporting. No further actions can be performed on the claim. Notification will be sent to the other party to the claim informing them that the claim has left the process, together with the Reason Code.

Change Reference RTA 021 Accept Claim - Insurer Reference

The Accept Claim button should allow the Insurer/compensator to enter a claim reference number. The reference may not be available at the time, so the input should be optional. The reference number should be included on the notification to the claimant representative. Validation will be same as that for ref number when added on the Insurer response of the CNF. Ref Number field will be increased to 50 characters. Policy number and claimant ref number will also be increased to 50 characters

Change Reference RTA 022 Confirmation Messages

There are a number of key actions within the system functionality where a Confirmation message would help the user by requesting the user to confirm the action prior to completion. The following action points are regarded as significant as once the user has taken the action it cannot be undone. The Confirmation Message will say “Are you sure that you want…” The options “Yes” and “No” will be available. Neither of the buttons will be set as the default.

  • Send CNF (Claimant representative)
  • Accept Claim (Insurer)
  • Reject Claim (Insurer)
  • State Fraud (Insurer)
  • Re-assign (Insurer)
  • Re-allocate to Branch (Insurer)
  • Article 75 Applies (Insurer)
  • Send response (Insurer)
  • Payment received (Claimant representative)
  • Payment not received, exit process (Claimant representative)
  • Exit process (Claimant representative and insurer, see CR014)

For Stage 2/3, all actions that result in the claim either being sent to the other party within the workflow, or being taken out of the process will require a Confirmation message.

Change Reference RTA 025 Signature Of Child

Additional wording on the CNF and defendant only form - In section N after the statement of truth a sentence to be added to say “Where the claimant is a child the signature below will be by the child's parent or guardian or by the legal representative authorised by them.”

Change Reference RTA 026 CNF Mandatory E mail Addresses

The Claimant Representative and Defendant Insurer contact email addresses should both be Mandatory. They are both currently defined as Optional.

Change Reference RTA 037 Worklist Date Format

Date displayed on work list for notifications should be displayed as DD/MM/YYYY rather than currently MM/DD/YYYY.

Change Reference RTA 039 Application ID On PDF Forms

All generated PDF forms should contain the Application ID number so the PDF version can be easily matched up to the Portal. Field will be titled "Application Id"

Change Reference RTA 041 Draft CNF

When completing the CNF on the WebUI, the user should be able to create a draft version, only entering the data items that they currently know. The validation on Mandatory fields should not be applied until they have completed all of the form and wish to submit it. Additionally, the system should provide the ability to select any tab for input rather than having to work through them sequentially or to have to use the Back button to return to a previous tab.

Change Reference RTA 053 Costs

Stage 1 fixed costs are now payable within 10 days of sending the CNF response to the claimant. This was previously within 10 days of the end of the 15 day period for liability decision.

Change Reference RTA 054 References On Work List

The layout of the My Worklist dashboard page should be changed as follows –

  • The width of the display of Create Application and Worklist Summary on the left side of the page should be decreased to allow more space for the My Worklist list of claims and notifications on the right side.
  • My Worklist display for each claim entry should be amended as follows -
  • Application ID (as now)
  • Additional column –
  • Claimant Representative Reference Number (when claim is active in worklist for CR or
  • Defendant Insurer Reference Number (when claim is active in worklist for Insurer/compensator)
  • Process – remove
  • Main Applicant – rename as Claimant name

The following changes have already been implemented as

  • Main Applicant – display Claimant Surname, Claimant Name and Claimant Middle Name in format “Smith, John Edward”
  • Activity Name

Sent Date should be displayed in place of Start Date, as this is more useful for compensators in monitoring deadlines.

Change Reference RTA 066 User Level Claim Allocation

Handler level access –

Visibility of claims is controlled by the Portal down to Branch level. User requirement for the Branch to be able to view all claims allocated to that branch and also have the ability to view claims allocated to handlers within that branch. This is currently supported by the Portal. However, an additional user requirement for individual handlers only to see claims allocated to themselves and not all claims in their branch.

There should be no impact on the ability of the Search function to display claims allocated to individual users.
